The Province has released the report completed by Michael Green, a former commissioner of elections for Elections Manitoba, examining the Elections Financing Act. WCA contributed to this review because we have seen Provincial tendering stop during some election periods, which can last up to 90 days before a general election or byelection. That is vital lost time in the construction process and WCA has been advocating for clarity that tendering can continue during the election period
The report acknowledges the ambiguity of the current act, with Mr. Green stating “…every Case requires a judgement call and it is understandable that government staff would be uneasy about making a wrong decision”. The report ultimate suggests that guidelines be developed to inform departmental staff.
This is a step in the right direction and the WCA will continue to push for the exclusion of tendering as a form of advertising during the election process. You can find the full report here.
