BUILDING CODE: Accessibility of the 2015 NBCC with Manitoba Amendments

This half-day session will provide you with a basic understanding of the requirements found in Section 3.8. Accessibility of the 2015 National Building Code of Canada (NBCC) applicable to buildings regulated by Part 3 of the NBCC. This session will also focus on Manitoba amendments to the requirements that have been adopted to apply in Manitoba. Numerous examples will be provided for the application of the accessibility requirements to both new construction and to existing buildings.

  • Relevant Definitions
  • Subsection 3.8.2. Application – each of the requirements contained in this Subsection will be discussed with examples to illustrate the application of the requirements.
  • Subsection 3.8.3. Design – design criteria contained in this Subsection with illustrations to show design options.
  • Application of Subsection 3.8. to existing buildings that undergo a change in major occupancy.
  • Workshop Problems

 

Software (included): Each participant will be provided with software to assist designers in the application of Subsection 3.8. to building design and construction in Manitoba.

Dr. John Frye

Dr. Frye spent twenty-six years with the City of Winnipeg Building Inspections Depart­ment, retiring in September, 2000. Dr. Frye held several senior positions in the Building Inspection Department, including Manager of the Plan Examination Branch and Assis­tant to the Manager of Building Inspections.

During his career with the City of Winnipeg, Dr. Frye served on numerous provincial, National and International professional committees related to building codes and stan­dards. Dr. Frye continues to serve on a number of these committees. In 1992 he re­ceived an Adjunct Professor appointment from the University of Manitoba Department of Civil Engineering. In 2000, he became an Engineer-In-Residence and continues to teach in the Department of Civil Engineering.

Dr. Frye has published papers related to the application of expert systems for the fire protection requirements of the National Building Code of Canada. He has lectured ex­tensively to architects, professional engineers, interior designers and building technolo­gists on building codes particularly in the area of fire protection.

 

Geoff Mikolayenko, Senior Building Plan Examiner, Planning, Property and Development Department City of Winnipeg

Geoff M picGeoff Mikolayenko is currently the City of Winnipeg’s Senior Building Plan Examiner. He is a Certified Engineering Technologist with a diploma in Structural Engineering Technology from Red River Community College. He has 21 years of experience within the industry.

Geoff joined the City of Winnipeg organization in 2000 as the Residential Building Plan Examiner, moving to a Commercial Part 3 Plan Examiner in 2003. In his present role as Senior Building Plan Examiner, he is responsible for the technical supervision of junior plan examiners and the examination of plans for large construction projects to ensure compliance with the Manitoba Building Code, various by-laws and regulations. In 2016, Geoff was appointed as the City of Winnipeg’s representative to the Building Standards Board.
