Over 350 WCA members and guests flocked to WCA’s annual Summer Barbecue where they enjoyed music by steel pan musician Clyde Heerah, salads from Palladin’s Restaurant, and pork on a bun, served by one of Manitoba Pork Council’s Pick Pork BBQ grill teams. According to the Construction Sector Council's Construction Looking Forward: Labour Requirements from 2008 to 2016 for Manitoba, construction activity across all sectors has pushed the skilled labour shortage to record levels. The forecast predicts that construction growth will continue well through the forecast period, with a 16 per cent employment increase in 2008 and a 7 per cent increase in 2009. Though many industrial and engineering projects will end in 2010, the industry will remain busy with major projects in other sectors, and will resume steady growth from 2012 to 2016. High-value engineering construction projects such as the TransCanada and Enbridge pipelines, major hydro power facilities and the Manitoba Floodway project will account for much of the construction activity over the term, while investment in industrial, commercial, institutional and government building construction will also trend up over the forecast period. During the reported period, an estimated 4,500 construction workers are expected to retire, along with 6,000 new workers required to keep pace with projects -- pushing the number of workers needed to meet requirements up to 10,500. RRC's Heavy Equipment Transportation Centre is a step in the right direction for filling the demand for skilled workers. According to RRC President Jeff Zabudsky, the centre will increase the College's capacity to train heavy-duty equipment mechanics -- one of the trades listed as high in demand in the labour market report. Others trades in the forecast include boilermakers, construction managers and supervisors, crane operators, heavy equipment operators, ironworkers and welders. Attracting the needed workers will be difficult in the next few years, Construction Looking Forward reports, and much will need to be done to promote construction careers to local entrants and foreign workers. Disraeli Freeway Rehabilitation Project On June 18, 2008, the City of Winnipeg held an information session on the Disraeli Freeway Rehabilitation Project, attracting representatives from legal, financial, engineering and construction sectors. The event introduced attendees and prospective bidders to the scope of the Disraeli Freeway Rehabilitation Project and provided an overview of the procurement process -- a design/build/finance/maintain procurement model, also known as a P3. Currently, the only other significant P3 built in Winnipeg is the Charleswood Bridge, built in 1995. The current elevated roadway and bridge, which opened in 1960, spans 2 kms. The project team reported that its dificiencies include severely deteriorated piers/abutments and a deterioriated bridge deck, limited girder corrosion, geometry, the universal design and overall accessibility. Three different concepts were put forth by the project procurement team, and a traffic flow and management plan was discussed. The three concepts can be viewed HERE. The project will follow a two stage pocurement process -- Request for Qualification followed by a Request for Proposals. The construction period is estimated at 16 to 24 months. The Worker Recruitment and Protection Act The Employment Services Act of Manitoba will soon be repealed and replaced by The Worker Recruitment and Protection Act. Bill 22 was introduced in the Legislature in April 2008 and received Royal Assent on June 12, 2008. A staged implementation of the various components of The Worker Recruitment and Protection Act will begin January 1, 2009, with The Act coming into force April 1, 2009. Bill 22 contains a section on foreign recruitment licencing which may affect firms that recruit foreign workers for construction companies.
